National Electic Power Regulatory Authority NEPRA and WAPDA

NEPRA was setup to regulate the electric power sector to promote a competitive structure for the industry and to ensure the coordinated, reliable and adequate supply of electric power in the future. By law, NEPRA is mandated to ensure that the interests of the investor and the customer are protected through judicious decisions based on transparent commercial principals and that the sector moves towards a competitive environment.

NEPRA states that it’s mission is as follows:

“We shall strive to develop and pursue a Regulatory Framework, which ensures the provision of safe, reliable, efficient and affordable electric power to the electricity consumers of Pakistan; we shall facilitate the transition from a protected monopoly service structure to a competitive environment where several power sector entities function in an efficiency oriented or market driven environment and shall maintain a balance between the interests of the consumers and service providers in unison with the broad economic and social policy objectives of the Government of Pakistan.”

I live in latifabad Hyderabad in a quarter 133 square yards which according to HESCO has a 2 KW load. I have been receiving inflated bills since 20010 which made it impossible for us to pay and ultimately the meter was taken away by HESCO. This company has devised a unique method to fleece and rob the residents of Hyderabad region by sending them ‘DETECTION’ bills which are totally illegal and spurious even by the rules and regulations setup by HESCO. Detection Bills can only be issued in case of theft or any other abstraction and that also for three to six months only .
the latest Hesco bills shows a meter reading of 8495 and bill amount to 357872 which comes to RS43 per unit.

Hesco Modus operandi is to issue these bills and then threaten the consumers with NAB . The consumer is forced to settle the matter with the hapless consumers for some under-the-table money.

People who can not pay this are usually disconnected like me. . I have filed a complaint to Nepra which has forwarded the matter to the local Electric Inspector who is swamped with such cases. I hope I get justice from him.
